Problem: The IBM Cognos gateway is unable to connect to the IBM Cognos BI server.
Cause: May be your Configuration Settings is incorrect because of which your Cognos Services not able to start.
Solution: Try to find which service is not starting properly. Check the dependencies is in place for that service and try to restart the services.
Ex: In our scenario JAVA_HOME system variable is causing issue. Remove the JAVA_HOME system variable (Off corse if it's impact is low ) and restart Cognos Services.
